I need to transfer Dish Satellite TV ownership. The contract is for 2 years out of which only 7 months is remaining.

Currently it has Hindi Mega pack but you can change subscription per your need. It will be done via Dish customer service.
The new owner will only be responsible for paying the monthly subscribed pack charges. No additional charges will be levied.
